A Major State-Owned Commercial Bank – Full-Scale Business Modeling and IT Implementation in Two Pilot Domains

Project Background

As one of China’s largest state-owned banks, the bank faced common industry-wide issues during IT delivery of business requirements—fragmented demands, lack of complete requirement versions, and unclear mappings between business and systems. These problems hampered responsiveness and adaptability. To address these digital transformation challenges and align with national policy, the bank launched an enterprise architecture (EA) initiative.

Solution
Domain-First Strategy

The bank applied a "domain-first" strategy—piloting EA methodology in areas with urgent pain points and pressing development needs, before broader rollout.

Enterprise-Level Perspective

The pilot focused on elements that inform IT design. Later phases involved clarifying all business domains and components to define responsibilities and boundaries, building a reusable enterprise-wide capability map.

Agile Delivery

Using agile practices, the project was broken into major iterations. Modeling was synchronized with IT implementation and platform setup from the start, enabling continuous refinement and early issue detection across design, development, and testing.

Outcomes

1.Developed a distinctive business modeling methodology, along with training programs, to institutionalize business knowledge;

2.Modeling outputs served as input for IT design and development, supporting innovation and capability reuse;

3.Established a core team of EA experts to drive enterprise-wide rollout and adoption of business modeling practices.
