Provincial Rural Credit Union: Multi-Site Active-Active Distributed Core System

Project Background

Since 2014, a provincial rural credit union (referred to as S) had been operating its core banking system on IBM z14 mainframes with a dual-site active-standby setup. However, as business volumes grew, the limitations of closed mainframe architecture, high marginal costs of capacity expansion, and lack of offsite disaster recovery capabilities became increasingly evident.
To address regulatory compliance, mitigate technology supply risks, and improve business continuity, the bank launched a project to build a multi-site active-active distributed core system based on a cloud-native distributed platform. In alignment with national strategies around financial data security and tech autonomy, the system was rebuilt using domestic hardware and software, incorporating business modeling, a middle-office architecture, and microservices, with the ultimate goal of replacing the IBM mainframe.


Solution Highlights
Cloud-Native Service Abstraction

Complex technical components were encapsulated as PaaS services and exposed via simple SDKs to accelerate business development. A unified processing layer within microservices hid the technical complexities from business logic developers.

Seamless Business-IT Alignment

Product, process, and data modeling platforms were used to map business elements directly to microservices and database schemas, enabling seamless integration between business design and IT implementation.

Technology Innovation

The project adopted a layered innovation strategy for IaaS, container platforms, and middleware. By deploying a next-gen distributed database and domestic infrastructure, the system eliminated dependency on single vendors.

Ledger Consistency Assurance

Data was stored in multiple replicas across different data centers, with the Paxos protocol ensuring consistency. An automated reconciliation mechanism verified alignment between transaction and ledger data in real-time.
